I work for the State.  I am near retirement.  I do not believe the State will be able to keep its promise to provide me with quality medical insurance options for life after I retire.  If it does keep its promise, all other California programs will suffer.  If it does not keep its promise, the State will add a large number of underinsured people, and everyone will end up paying for their care, just as everyone pays now when uninsured and underinsured people use medical services.
